Auburn City Council
Meeting #11
March 8, 2007
6:00PM

Roll Call – Councilor Graney, Councilors McNabb, Smith and Dempsey, Mayor Lattimore - Present.

Staff Members Present – Mark Palesh, City Manager, John Rossi, Acting Corporation Counsel, Debra McCormick, City Clerk; Jenny Haines, Senior Planner; Assistant Police Chief Tom Murphy

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.

Public to be Heard –
John Dowd, 12 Silver Ave., spoke to Council about the proposed location of the Independent Residential Alternative home at 20 Throop Ave.  He lives behind the home and is not opposed to the location.

Marylou Picciano, 32 Cayuga St., spoke about her issues with the Auburn Police Department and her son.

Earl Staring, 214 Woodlawn Ave. spoke to welcome the new City Manager and comment on various other issues.

Presentations and Proclamations

The City Clerk read the following proclamations for the Mayor.
§       Proclaiming March 2007 as Women’s History Month in the City of Auburn.  Christine Selvek accepted the proclamation on behalf of the Cornell Cooperative Extensions Small Business program. She thanked the Mayor and commented on Women’s History Month.
§       Proclaiming March 8, 2007 as World Kidney Day in the City of Auburn.  Barb Bowen representing the local Kidney Foundation accepted the proclamation.  She thanked the Mayor and announced that there would be a kidney screening for at risk people on May 19th.  She introduced Dr. Douglas Robertson who, a member of the National Board of the Kidney Foundation and a dialysis patient.  He discussed the work done with kidney disease.

E. John Gavras Center – Establishment of an Individualized Residential Alternative (IRA) at 20 Throop Ave. Auburn New York.
§       Jenny Haines, Senior Planner reviewed the process for a property to become an IRA.  Rick Hansinger, Executive Director of the Gavras Center also spoke to explain the program
City Manager’s Report –
The City Manager reported that staff is preparing a presentation for Council to examine the water leak issue.  It will be presented at next weeks work session.

Report of City Officials and Committee Reports – None.

Ordinances –
Ordinance #3 of 2007 authorizing amendment to the Code of the City of Auburn Chapter 297 – Water Service. ~Vote: Councilor Graney, McNabb, Dempsey and Mayor Lattimore, aye. Councilor Smith, no. CARRIED.

Ordinance #4 of 2007 authorizing amendment to the Code of the City of Auburn Chapter 210 – “Noise”.   Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Resolutions –
Council Resolution #62 of 2007 amending the Rules & Procedures for the City Council, Section VIII, “Order of Business”.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.
Sidewalk Resolution #63 of 2007 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2006 Revolving Loan Sidewalk Program. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #64 of 2007 authorizing rescission of Council Resolution #166 of 2006 and Council Resolution #271 of 2006 and returning the authority to hire personnel to the City Manager. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Other Business
Mayor Lattimore reported on the New York Conference of Mayors meetings he attended recently in Albany.

There was no recap.

Council adjourned to executive session at 7PM and returned at 7:30PM.
